The Guardia Nacional de Panamá seized power in October 1968 under General Omar Torrijos, ousting the elected president Arnulfo Arias just eleven days into his third term. This promotional note dates from that period of institutional self-promotion, when the Guardia positioned itself as the legitimate governing authority rather than an occupying military force.
