Not a circulating banknote — this is a test piece produced in connection with the centenary commemorations of the Chinese Communist Party's founding, issued under the broader propaganda framework marking seventy years since the PRC's incorporation of Tibet in 1951. "Test notes" of this type are produced in limited quantities by China Banknote Printing and Minting Corporation to trial security features, paper stocks, or inlay technologies before committing them to full production runs, and they are not legal tender at any denomination.

The holographic inlay format reflects ongoing CBPMC development work during this period. These pieces circulate almost exclusively through the philatelic and numismatic trade, often in sealed presentation packaging that complicates independent authentication.
