Above, the State emblem, flanked on both sides by parallel lines along the entire length of the medal. On 400 bronze medals there is a dedication underneath the State emblem, by the Minister of the Interior of Israel to the delegates (limited to Congress delegates only).

In the center, above the emblem of the 15th Congress a candelabra, and the Roman numeral XV. On the side the letters `IULA`, the initials standing for `International Union of Local Authorities`. Beneath the emblem, a legend in English: `XV International Congress of Local Authorities, November 16-23, 1960`. Around, the same legend in Hebrew.
