Hugo V ruled Empúries during a period when the county was in near-permanent friction with the Crown of Aragon, and the right to mint was one of the few levers of autonomy the local lords still controlled. These billon issues were struck at low silver content even by the standards of the period, which tells you something about the fiscal pressure the county was operating under.
