Obverse description Left-facing laureate bust of Napoleon I in high relief, occupying the central field of the octagonal flan. The engraver's name BORREL appears below the truncation, and the date 1847 is inscribed at the bottom between two small ornamental stops. The encircling legend reads NAPOLEON REGENERATEUR DES MONTS DE PIETE EN 1804.

Reverse description The arms of the city of Rouen — a shield depicting a lamb passant beneath a hand holding a crown, surmounted by a mural crown — displayed in the central field and flanked by two symmetrical branches of laurel and oak tied at the base with a ribbon bow. The legend MONT DE PIÉTÉ DE ROUEN arcs around the upper portion, with ORDce ROYle DU / 22 NOV. 1826 inscribed in two lines at the bottom.
