The "Monedas Cubanas" series issued by the Casa de la Moneda in 2012 is a collector-oriented souvenir release rather than circulating currency — these notes were never intended for transactional use. The Che theme places it firmly within Cuba's long tradition of state-produced commemorative paper, produced domestically at the Impresos de Seguridad facility in Havana rather than contracted abroad as earlier Cuban issues routinely were.
Watermarking on a domestic souvenir issue is a telling detail: the security infrastructure is real even when the monetary function is not.
