The Act of Congress of March 3,
1885 provided for Special Delivery
and the fee was 10c. The new service
was available at any free-delivery office
or any town with a population of 4,000 or
more. In the beginning approximately 555
post offices qualified for this service, and
the hours of delivery were between 7 AM
and Midnight. This was new and suc-
cessful experiment in postal delivery.
