Reverse lettering1855-1975 The Act of 3 March 1855, es- tablished the domestic registry system in the United States. This was the first `special service` of the U.S. Postal System. The Registration fee was five cents per piece and applied only to let- ters. Registration provided no indemnifica- tion or liability for loss, but was one of the earliest practical attempts to curb internal thefts of letters with valuable contents.
