Obverse description Allegorical figure of Gallia, helmeted and draped, stands in high relief gesturing in welcome toward the Russian fleet visible in the harbor background. To her right, a winged genius holds aloft a large flag bearing the Russian imperial double-headed eagle. In the lower field, decorative military trophies are arranged, with the engraver's signature visible at lower left. The legend in the exergue reads CHERBOURG / 5 · OCTOBRE · 1896.

Reverse description A large Russian imperial flag bearing the double-headed eagle dominates the upper left of the field, with oak and laurel branches to its left. Below, a large anchor, cannon, cannonballs, and naval rope are arranged as a trophy. A detailed panoramic view of the port of Cherbourg with ships at anchor fills the middle-ground. The Latin dedicatory inscription occupies the upper right of the field in six lines.
