Obverse description The obverse features a relief map of Pennsylvania in the central field with the state capital HARRISBURG identified by a star, flanked to the right by a depiction of the Liberty Bell. The legend PENNSYLVANIA arcs across the upper field and THE KEYSTONE STATE along the lower border, with a beaded inner rim. The designer's initials DC appear below the map.

Reverse description The reverse displays the state name PENNSYLVANIA in large relief letters at center, beneath which reads ATTAINED STATEHOOD / DECEMBER 12, 1787, with a scroll cartouche at the base inscribed 2ND STATE. A wreath of laurel branches frames the central field, and at the top a circular medallion depicts the state flower, the Mountain Laurel, surrounded by stars and the legend PENNSYLVANIA / MOUNTAIN LAUREL. A beaded rim borders the entire design.
