Obverse description A crowned allegorical female figure seated in three-quarter view at center, her arm resting on an anchor, surrounded by cargo and trade goods in the foreground. Two sailing vessels are depicted in the background, one a square-rigged ship to the right. The legend arcs around the upper field, with HAVRE and the date 1868 inscribed in the lower exergue.

Reverse description Three oval medallion busts arranged in a trefoil composition: at top, a laureate male bust facing left (Napoleon III); at lower left, a young male bust facing left; at lower right, a female bust facing left. Oak branches flank the upper medallion. The engraver's signature VIEUXMAIRE appears along the lower rim, with the initial N below the central medallion junction.
