Obverse description The State Coat of Arms of the USSR in high relief occupies the upper centre of the field, flanked by two figures of mint workers in low relief. Below the coat of arms, a large five-pointed star is depicted, surrounded by an arrangement of coins and medals in relief. A circular Cyrillic legend runs along the rim, referencing the successive names of the mint from 1724 to 1924.

Reverse description The facade of the Leningrad Mint building is depicted in relief at the centre of the field, showing a neoclassical structure with columns and a pediment. Above the building, a three-line Cyrillic inscription references Goznak and the USSR Ministry of Finance. Along the upper rim runs the legend ЛЕНИНГРАДСКИЙ МОНЕТНЫЙ ДВОР, and at the bottom the anniversary dates 1724 and 1974 flank a large stylised numeral 250 in the exergue.
