Fyodor Ushakov was canonized by the Russian Orthodox Church in 2001 — an exceptionally rare honor for a military commander, granted on the basis of his documented mercy toward defeated enemies and civilian populations during his Adriatic and Mediterranean campaigns of the late 18th century. The St. Petersburg Mint's 2016 issue belongs to a long-running commemorative series on figures of Russian national significance, produced primarily for collector circulation rather than general use.
