The Safavid dynasty had collapsed over a century before 1846 — this piece almost certainly dates to the Qajar period, when provincial mints continued striking copper falus under local authority using administrative conventions and sometimes dynastic attributions that lagged well behind political reality. Shiraz, as the capital of Fars province, maintained an active mint throughout the Qajar era.
