Al-Abbas ibn Muhammad was a younger brother of the first two Abbasid caliphs, al-Saffah and al-Mansur, and served as governor of the Jazira region during precisely this period. Copper fulus issued in the names of provincial governors rather than the reigning caliph are characteristic of the early Abbasid decades, when the new dynasty was still consolidating administrative control over a vast and recently conquered territory. The practice would become less common as central authority tightened under al-Mansur's long reign.
