Not a circulating banknote but a privately produced novelty coupon from the "Euroland - Eurosymboles" series, manufactured in France ahead of euro introduction as a collector curiosity and promotional item. These pieces traded on public fascination with the incoming currency while carrying no legal tender status whatsoever. The swimming subject places this within a sports-themed subset of the series, several of which used Olympic and athletic imagery to broaden retail appeal.

The watermark is the only security feature present — token rather than functional, included to mimic the feel of official currency rather than to deter forgery of something with no monetary value to forge.
