Issued to mark the ratification of the Maastricht Treaty, which officially established the European Union and laid the groundwork for a single currency. France held the presidency of the European Council during the second half of 1992, giving the Monnaie de Paris particular motivation to issue commemoratives that year. The ECU itself was never legal tender for everyday transactions in France — it functioned as a unit of account, making these copper-nickel pieces a political gesture as much as a coin.
