The "INDVLGENTIA" issues of Hadrian commemorate his formal remission of outstanding tax debts owed to the imperial treasury — a sweeping act recorded by the Historia Augusta as canceling sixteen years of arrears across Italy, with the documentation publicly burned in Trajan's Forum around 118–119 AD. The coin's production a decade later suggests the propaganda value of that gesture was still considered worth mining.
