This issue dates to the reign of Abd al-Aziz IV, whose tenure coincided with accelerating European financial pressure on the Moroccan sultanate. The 1903 coinage was struck at the Paris and Berlin mints under agreements that effectively placed Moroccan monetary production under foreign technical control — a condition that would harden into the Algeciras Conference framework just three years later.
