The COS III dating places this issue within the first years of Hadrian's consolidation of power following Trajan's death in 117 AD — a period when Providentia imagery carried deliberate political weight. Hadrian had been named successor under circumstances suspicious enough that four senior senators were executed almost immediately, ostensibly on conspiracy charges. The Senate never fully believed the adoption was legitimate. Coins invoking divine foresight were not accidental choices.

The PRO AVG title indicates Hadrian had not yet received the full Augustan tribunician iteration suggesting the narrower 121–122 window within RIC's range.
