The FIDES PVBLICA type belongs to a concentrated burst of "virtue" coinage Hadrian issued in the mid-130s, a period when he was managing a fragile succession after disinheriting his first chosen heir, Lucius Ceionius Commodus, and then adopting him again in 136. The public emphasis on fidelity — to oaths, to agreements, to the state — was pointed. Hadrian's court was watching carefully, and the coinage said what diplomacy required.
