The IMP XXI and COS XV designations fix this coin to a very narrow window of 91 AD, during which Domitian held his fifteenth consulship — a frequency of office that had become less a constitutional function than a vehicle for accumulating titles. By this point in his reign, the imperial cult around Domitian was aggressive enough that Suetonius records he insisted on being addressed as dominus et deus in official correspondence, a demand his successors were careful never to repeat.
