The IMP XXI acclamation dates this denarius to 89 AD, the year Domitian suppressed the revolt of Lucius Antonius Saturninus on the Rhine — a coup attempt that left the emperor visibly shaken and accelerated his turn toward autocratic rule. The aftermath saw a purge of senators and officers, and Domitian's assumption of perpetual censorship, reflected in the CENS P P P title, tightened his grip on public morality and Senate composition simultaneously.

RIC II.1 688 is one of several Minerva reverse types struck in close succession that year, distinguished by die pairing from near-identical issues sharing the same obverse legend.
