Romania's foreign trade bank issued these traveller's cheques primarily for use by Romanian citizens travelling abroad during the Ceaușescu period — a tightly controlled instrument in a system where private access to hard currency was heavily restricted. The CEC designation links them administratively to the Casa de Economii și Consemnațiuni savings network, though the issuing authority here is the Banca Română de Comerț Exterior, which handled the country's external financial transactions.

Domestically printed traveller's cheques from communist-era Romania are uncommon in collector material — most were redeemed or destroyed through normal banking channels, and surviving examples tend to show evidence of use.
