Casa Scânteii — the "House of the Spark" — was the massive Stalinist press complex under construction in Bucharest from 1949, built to consolidate Romania's entire state publishing apparatus under one roof. These internal vouchers, denominated in lei but issued by the building authority rather than the National Bank, circulated as a parallel scrip among workers on the construction site, covering food, goods, and canteen services within the closed labor economy of the project.
The complex wasn't completed until 1956, so these bons predate the finished building they helped finance in labor.
