Satin rim and field separated by a smooth raised ring. The field contains what appears to be a derivative of the seal of Venezuela. At the top is a sun half-hidden by the top of a shield. The shield is divided into three sections: the yellow top-left section bears a castle turret on a hill, the red top-right section bears a lightning bolt, and the blue bottom section bears a sailboat. From the bottom point of the shield emerges a large green leaf to the left and a frond to the right. Below the leaves is a long ribbon consisting of the yellow, blue, and red stripes of the Venezuelan flag. Something is written on the ribbon, but due to wear and poor manufacturing, virtually all of the text is illegible.
