Arkansas entered the Confederacy in May 1861, and by 1862 the state treasury was struggling to finance both military and civilian obligations with almost no specie in reserve. These warrants functioned as short-term debt instruments rather than currency in any strict sense — the state was essentially issuing IOUs against future tax revenue that it had no reliable mechanism to collect.
Basham served as State Treasurer under wartime conditions that made even routine accounting nearly impossible. Little Rock fell to Union forces in September 1863, forcing the Confederate Arkansas government into exile at Washington, Arkansas, effectively ending the warrant's redemption prospects entirely.
