The CLEMENTIA TEMP reverse type — "Clemency of the Times" — was part of a calculated ideological program deployed under the Diocletianic system, framing the joint rule of Diocletian and Maximianus as a restoration of divine order after the catastrophic instability of the third century. Maximianus received the title Herculius, casting him as the earthly muscle to Diocletian's Jovian authority. The pairing was theology as politics.
RIC V.2 575A places this issue within the complex mint attributions of the pre-Tetrarchic period, where workshop assignments remain contested among specialists.
