Elis held a unique position among Greek provincial minters under Rome: the sanctuary at Olympia gave local magistrates a recurring justification for coin production tied to the quadrennial games cycle rather than to the administrative rhythms that governed other Achaean issues. Hadrian visited the sanctuary in person during his 124–125 tour of Greece and was granted the title of honorary president of the Olympic games — a distinction that almost certainly drove demand for locally struck bronze.

The ΗΛΕΙωΝ ethnic places this squarely within the civic output of the Elean magistracy, not an imperial mint.
