The homonoia ("concord") coinage of Nicaea served a specific political function: advertising civic harmony, sometimes with a neighboring city, sometimes between the city's council (Boule) and popular assembly (Demos) as distinct institutional bodies. This issue names both explicitly, which points to an internal civic rather than inter-city homonoia — a less common variant and one that implies real institutional tension being publicly papered over.

Gordian III's reign saw a marked surge in provincial bronze output across Bithynia, partly because the Roman mint was preoccupied with military coinage during the Persian campaigns.
