Reverse description Cybele, the Phrygian mother goddess, enthroned and facing left upon an ornate throne, flanked by two lions, one oriented to the left and the other to the right, in her capacity as Mater Magna. The goddess holds a patera in her right hand and rests her left elbow upon a tympanum. The encircling legend ΙΟΥΛΙΟΠΟΛΕΙΤΩΝ identifies the issuing city of Iuliopolis in Bithynia. The composition reflects the strong local cultic significance of Cybele in the region.

Iuliopolis was a minor Bithynian city with an outsized administrative history — originally named Gordioukome, it was refounded and renamed in honor of Julius Caesar, making it one of the few Asian cities to carry his personal name rather than that of a reigning emperor. Under Elagabalus, civic bronze production across Bithynia continued largely on municipal initiative, with local magistrates controlling types and financing. The city's output under this emperor is sparse, and VI#3695 is among the scarcer documented pairings for the mint.
