Caesarea Germanica, a small Bithynian city on the Paphlagonian border, struck provincial bronze under Severus almost certainly as a loyalty gesture following his victory in the civil wars against Pescennius Niger — Niger had drawn considerable support from the eastern provinces, and cities in Bithynia had cause to demonstrate their allegiances carefully once he was defeated in 194 AD.
