The Koinon of Bithynia was the provincial league of Greek cities in the Roman province of Bithynia et Pontus, authorized to issue bronze coinage in honor of the reigning emperor — a privilege that doubled as a loyalty mechanism. Hadrian was particularly attentive to the eastern provinces, making two major tours through Asia Minor during his reign, and civic leagues like this one leveraged imperial visits and dedications to secure minting rights.
