Obverse description Diademed and draped bust of Otacilia Severa facing right, rendered in the provincial style typical of Phrygian civic coinage of the mid-third century AD. The empress is depicted with elaborately dressed hair secured by a diadem, her shoulders draped in imperial garments. The portrait conveys a degree of idealization consistent with her imperial status as Augusta and consort of Philip I. The encircling Greek legend identifies the subject in the nominative form characteristic of eastern provincial issues.

Reverse description Winged Nemesis standing left, holding a set of scales in her raised right hand and a cubit rule (measuring rod) in her left; at her feet to the left, a griffin, the sacred animal of Nemesis, crouches in profile. The composition reflects the standard iconographic type of Nemesis as goddess of retribution and equity, widely favored on provincial bronze coinage of Asia Minor. The encircling Greek legend proclaims the neocorate status of Laodicea, a mark of civic distinction conferring the right to maintain an imperial cult temple. The design is characteristic of the civic pride expressed by Phrygian cities under the Severan and Philippan dynasties.
