This issue belongs to a well-documented class of civic bronzes struck under the authority of a named magistrate — here Sellios, whose title ϹΤΡΑ (strategos) identifies him as the presiding official responsible for the emission. The accompanying legend fragment ΝΕΙΚΟΜ ΟΜΟ references a homonoia agreement with Nicomedia, a formal declaration of civic concord between two cities that was typically commemorated in bronze precisely like this. Smyrna pursued these agreements aggressively during the Antonine period, using them to assert primacy among the great cities of Asia.
