Tomis — the Black Sea port where Ovid died in exile in 17 or 18 AD — issued civic bronzes throughout the Tiberian period under local magistrates, with the magistrate's name appearing prominently as a mark of municipal autonomy under Roman provincial administration. Chairoxenos held this role during a period when Moesia was not yet formally constituted as a separate province, leaving Tomis in an administratively ambiguous position governed loosely from Macedonia.
