Tomis — modern Constanța on the Romanian Black Sea coast — was the city to which Ovid was exiled by Augustus in 8 AD, and it remained a Greek-cultured polis under Roman provincial administration through the entire Antonine period. Civic bronze issues like this one were struck under local authority, not imperial directive, funding municipal operations rather than any central treasury.
The city's coinage under Antoninus Pius is sparsely documented, and individual die pairings within the series are seldom fully catalogued outside Varbanov's corpus of Moesian provincials.
