The effigy is rendered in the provincial Greek style typical of Aeolian civic coinage. Elaea was a small coastal polis in Aeolis whose civic coinage under Nero was issued under the magistrate Apphios, named in the Greek legend. The conventus of Pergamum administered Roman judicial and administrative business for the region, and local bronze issues like this one functioned purely at the civic level — Rome had no direct hand in their production. Apphios appears on no other securely dated Elaeatan issues, making his magistracy a narrow chronological anchor within Nero's first five years as emperor.
