Elaea, a small port city on the Caicus River mouth in Aeolis, functioned primarily as the harbor outlet for Pergamum — a dependency so complete that its civic coinage exists almost entirely to announce that relationship rather than assert any independent identity. Under Trajan, provincial bronze issues of this scale circulated as everyday small change within the conventus, handling transactions the Roman silver economy never reached.
