Obverse description Central vignette in fine line-engraving style presents a panoramic view of the Drachenfels ruin (Ruine Drachenfels) with a sweeping upstream Rhine valley vista, drawn by W. Redeligx of Rhöndorf. The lower centre bears the coloured municipal coat of arms of Bad Honnef flanked by vignettes of dwarfs and woodland scenes, with the serial number and denomination '99 Pfg.' in ornate Gothic letterpress to the left. Extended columns of verse in black-letter script occupy the left and right margins, and validity and redemption instructions appear to the lower right alongside manuscript signatures, all within a double-ruled border.

Bad Honnef and Rhöndorf were neighboring Rhine towns that jointly issued this Notgeld during the severe small-change shortage of 1921 — an unusual collaboration between two distinct Verkehrsvereine, the local tourism and civic promotion associations that frequently served as Notgeld issuers when municipal bodies couldn't or wouldn't act. The 99 Pfennig denomination is itself a quirk: issuers occasionally chose odd values to plug specific gaps in circulation, and 99 Pf sits just below the 1-Mark threshold that would have triggered different regulatory scrutiny.

With over twelve million copies printed, this was a high-volume issue — far above what local circulation required, suggesting deliberate production for the Notgeld collector market that was booming simultaneously.
