Klemens Brosch was one of the most accomplished Notgeld artists working in Austria during the postwar emergency currency period — a trained graphic artist whose designs for numerous Upper Austrian municipalities are now collected independently of their monetary function. This 99-Heller piece for Sankt Johann am Walde, a small rural commune in Upper Austria, is among his signed productions out of Urfahr, the industrial suburb across the Danube from Linz that Brosch used as his base.

The 99-Heller denomination itself was a deliberate workaround — notes at or above 1 Krone required state authorization, so municipalities capped values just below that threshold.
