Austrian Notgeld at the municipal level was rarely a financial necessity by 1920 — the acute coin shortage that triggered emergency issues had largely passed. Many towns continued issuing anyway, partly for local revenue and partly because collectors had turned Notgeld into a minor industry, driving municipalities to commission increasingly elaborate designs to boost sales to philatelists and notaphilists.
Pöchlarn, a small town on the Danube in Lower Austria, is best known as the probable birthplace of the painter Oskar Kokoschka. The 90 Heller denomination is an odd one, characteristic of the period's deliberate use of unusual values to encourage collecting rather than spending.
