Hochfilzen is a small mountain village in the Kitzbühel Alps, and its decision to issue notgeld in 1919 reflects the acute coin shortage that paralyzed small Austrian communities after the collapse of the Habsburg economy. Wagner of Innsbruck printed for dozens of Tyrolean municipalities during this period, producing these locally commissioned pieces on short runs that were never intended to travel far.
The 90-Heller denomination is an oddity — most notgeld issues stuck to round figures. Whether this reflected a specific local pricing need or simply an available print run of leftover stock is not documented.
