Austrian Notgeld of the early 1920s inflation period was overwhelmingly a local phenomenon — municipalities, businesses, and cooperatives printed their own small-denomination scrip because the central supply of low-value coinage and paper had simply collapsed. The Ortsgemeinde Steinwald issue is a parish-level emergency, the kind produced by hundreds of Upper Austrian villages between roughly 1920 and 1922, signed by the local mayor or treasurer rather than any banking authority.
Franz Himmelbauer's signature places administrative accountability squarely at the community level. Jaksch/Pick 1033 suggests a documented but scarce rural issue — Steinwald itself is a small settlement, and survival rates for village Notgeld depended almost entirely on whether collectors absorbed them before redemption or cancellation.
