Pupping is a small village in Upper Austria, and like hundreds of similarly sized municipalities, it issued its own emergency small change — Notgeld — during the acute coin shortage that gripped Austria in the years immediately following World War One. The 80 Heller denomination is an odd one, not part of any standard coin series, which is precisely the point: local authorities issued whatever values they judged necessary to make change at the village level.
