Austrian municipal notgeld of this denomination sits in an odd spot historically. By 1920, the heller had been so thoroughly debased by wartime inflation that 80 of them represented almost nothing in purchasing power — yet municipalities across Upper Austria were still issuing small notes in heller denominations because coin production had collapsed and people needed something for daily small transactions. Pfarrkirchen im Mühlkreis, a village-scale commune in the Mühlviertel north of the Danube, was among hundreds of Austrian Gemeinden that filled that gap with locally authorized emergency paper.

Jos. Waitl in Linz handled a significant volume of Upper Austrian notgeld printing during this period. The 80-heller denomination itself is uncommon — most series favored round multiples.
