The Volunteer Army's push through the North Caucasus in 1918 created a patchwork of local emergency issues, each reflecting how thinly stretched both military command and banking infrastructure had become. The Piatigorsk-Batalpashchinsk Company operated in a district caught between Bolshevik and White forces, and the Kislovodsk branch of the State Bank was functioning less as a bank than as a field treasury — issuing currency under a military financial commission rather than any conventional banking authority.
