The Khabarovsk Branch of the State Bank issued this note during one of the most chaotic intervals in Russian Far Eastern history — the period between the Bolshevik seizure of power and the consolidation of White forces in the region. Local branches of the State Bank were issuing their own denominations precisely because supply lines from Petrograd had collapsed and central authority was, for practical purposes, absent east of the Urals.
The 75-rouble denomination is an oddity. It appears nowhere in standard State Bank series and was almost certainly a locally determined figure, calculated against whatever paper stock was available in Khabarovsk at the time of printing.
