Obverse description A consumer ration card (cartela consumatorului) for April, issued by the Ministry of Finance of the Moldavian S.S.R., with a total face value of 75 roubles, divided into a grid of 28 individual detachable coupons: 14 coupons of 1 rouble, 7 coupons of 3 roubles, 6 coupons of 5 roubles, and 1 coupon of 10 roubles. Each coupon bears the R.S.S.M. initials and the denomination in Romanian. The central area carries printed fields for the cardholder's name, issuing official, and countersignatures, with a circular official stamp impression visible.

This note belongs to a peculiar transitional moment: Moldova had declared independence in August 1991 but had not yet introduced a permanent currency. The Moldovan cupon, of which this 75-rouble denomination is part, was issued by the Ministry of Finance rather than a central bank — because no functioning central bank existed yet to do the job. These coupons circulated alongside Soviet roubles as a parallel rationing instrument before the permanent leu was introduced in November 1993.

The P#A20 designation reflects some uncertainty in the cataloging history; early Pick listings for the cupon series were revised more than once as specimens and issued examples were distinguished.
