Cammin in Pommern — now Kamień Pomorski in Poland — issued this Notgeld during the inflationary spiral of 1922, when municipal savings institutions across Germany were printing emergency fractional currency to compensate for chronic coin shortages. The Städtische Sparkasse doubled as the Stadtgirokasse, an administrative overlap common in smaller Pomeranian towns that rarely had the budget for separate clearing institutions.

Printed by M. Bauchwitz of Stettin, a firm that handled a substantial volume of regional Notgeld work for Pomeranian issuers during this period. Töpper's designer credit is unusually specific for a note of this denomination and origin.
